New Digital Norms and the Reorganization of the Universal Service in the Era of Digital Deepening

  Abstract

In the era of digital deepening, new digital norms focusing on human rights and universality are emerging in world organizations and major countries, and accordingly, new digital norms are being established in Korea. The declarative presentation of new norms such as freedom, digital divide resolution, fairness, threat response, and international solidarity leads to the specific reorganization of existing institutions. Among them, the validity of universal service which is a representative ICT policy related to digital access rights was analyzed and the direction of reorganization was discussed. As a result, in order to transform into a universal basic service, expansion of the service coverage, distribution of contributions, introduction of a voucher system, conversion to a digital fund method, and expansion of the government burden were proposed.
