  Abstract

Low Earth Orbit (LEO) satellite communication has emerged as a next-generation military communication infrastructure capable of ensuring the continuity of command and control (C2), intelligence, surveillance, and reconnaissance (ISR), and tactical data exchange, owing to its inherent advantages of low latency, high resilience, and wide-area connectivity. This study classifies LEO satellite networks along three structural axes-functional segmentation, service type, and network interconnection topology-and, based on this taxonomy, proposes three military-oriented network models: the Tactical IoT Relay Network (short-term), the Dual-Layer Tactical Satellite Network (mid-term), and the Autonomous Command-and-Control Satellite Network (long-term). For each network type, the study identifies corresponding core enabling technologies and emerging research trends, further highlighting associated technical challenges and architectural limitations. Finally, this work underscores that the technological evolution of LEO satellite networks is a decisive factor in enhancing the survivability and continuity of military communications, and argues that future military satellite systems should transition from hardware-centric architectures toward network-centric and autonomous designs.
